Shawn Billerman just called (3:00 p.m.) to report that he and the group  of 
Ithaca birders have the ROSS'S GULL sitting in the  upstream parking lot of 
Goat Island amongst 10 Ring-billed Gulls.   From the report I can only suspect 
that Goat Island is now open to car traffic  despite the still hazardous 
conditions.  Hopefully the weather will calm  as forecasted for tomorrow (partly 
sunny, temp. around 20F/-6C, and W winds  becoming SW 10mph/16kph or less).
